Perfection?

Does perfection mean that there are no flaws?

Or that there is nothing that can be done to make it better; that it's hit its upper limit of quality and cannot go further?

Would it be possible for something to be flawless, but still have room for improvement?  Could such a thing be called perfect?  If so, then what lies beyond perfection?
